Straight from the Lunetta playbook: a CMOS 4018 with buffered inputs and outputs and a 4081 for further divisions. Patch the output of the number to divide by back into IN and feed CLK a clock; the other outputs follow 1/n at various phases. Signals into the jam inputs J1 to J5 and a high PRE EN preset the count. /4 is patched into IN through its switch.
